Funding for Security Audits Approved by PCAT and WCS Boards, December 2007 The 79th Texas Legislature enacted Senate Bill 11, an unfunded mandate, which directed that school districts, among other things, complete a district-wide security audit of their facilities and emergency operations plan (EOP) on a three year schedule. On behalf of its Members, the Boards of the Property Casualty Alliance of Texas (PCAT) and Workers’ Compensation Solutions (WCS) approved funding of these security audits to begin in January 2008. Providing funding assistance for expenses associated with services designed to reduce loss to life and/or property is consistent with PCAT and WCS’ goal of reducing their Member’s ultimate long-term costs.
